A Rebuttal to Parvez Ahmed’s Article in Huffington Post… by Randy McDaniels

Parvez Ahmed, Former National Chairman of the propaganda arm of HAMAS in America, aka Council on American Islamic Relations (CAIR) once again appears to be operating as the mouth piece for CAIR’s parent group the Muslim Brotherhood.




In the article titled “Religious Right and Politics – From Iowa to Cairo”, regarding the Presidential race, he asserts bias against women (we can only assume Michelle Bachman), pandering to the religious right for votes, and therefore implying bias and bigotry against other faiths in an attempt to place the recent elections in Cairo on equal footing to the Presidential Primary Elections in America.


In a pot calling the kettle black, comparison he paints republicans as alarmist regarding Islam, gives the reader the impression America is at war with Islam, and equivocates conservative Christians in America to “Muslim Conservatives” aka extremist who are gaining seats in Egyptian government. He ends this barrage with the statement “the mutual paranoia palpable”. One can only assume from his position, is Conservatives within the Republican Party are on par with the Hard Line Islamist violently toppling nations in the Middle East in the opinion of Parvez Ahmed.



His Defense of the Muslim Brotherhood is less surprising, when you consider his fellow Tampa Human Rights Commissioner and former CAIR/HAMAS leader Ahmed Bedier traveled to Egypt to be part of the Revolution, as he boasted on his face book post with the picture of him waiving the Egyptian flag in Tarir Square.



Until 2009, when the FBI formally cut all ties with CAIR due to their direct support of terrorism, Parvez and Ahmed were conducting “Sensitivity Training” or more appropriately influence operations with the FBI and Police Departments across the nation to include Jacksonville, Florida.

The fact is the Arab Spring has seen the toppling of many countries in the Middle East. As many in the counter Islamic movement predicted, and which is become increasingly clear to the mainstream media, the Muslim Brotherhood, Salafi’s, and other radical elements have been the big winners, resulting in greater conformance to Sharia and less freedom or democracy.

While, Parvez acknowledge's matters of fact to appear neutral, stating the obvious, that the religious right, puritanical Salafi’s and the Muslim Brotherhoods Freedom and Justice Party captured the overwhelming majority of seats in Egypt's free elections, and susequently mentions a similar trend in Tunisia and Morocco, as well as the resultant move toward religion in government (Sharia Law), after which he immediately goes into spin mode.


Parvez attempts to obfuscate this sweeping trend by referencing a Pew Research Poll regarding two “secular democracies”, Turkey and Lebanon. Parvez cherry picks information completely discarding the fact the poll state more than 50% of the population of Turkey thought Islam in their politics (Sharia Law) would be a good thing and ignores the fact that Syria and to a lessening extent, Hezbollah all but control Lebanon.


Turkey has also increasingly made a shift towards once again becoming an Islamic State. In fact, if trends continue we may likely see the reemergence of the Islamic Caliphate in the next few years in Turkey, unless Iran acquires nuclear status, in which case it may assume the Caliphate.


In addition, Parvez states “As politics face a rightward religious tug across the globe, it will be hasty to stereotype the trend.” Apparently he is in agreement with the direction the political winds are blowing.





Giving a misleading impression to further the spread of Islam is a form holy deception or taqiyya, which Parvez masterfully wields when he factually states “Reformist scholars of Islam have asserted that Sharia ought not to be codified as state law. The reasons are tantalizingly simple. A state is a political institution, not a religious authority.”



The fact is reformist Scholars of Islam are those who would have to deny some aspect of Sharia, Quranic Scripture, or the Sunna of the Prophet, rendering them Apostates or enemies of the state and Islam in accordance with all authoritative Islamic law.




Reformation is nothing more than wishful thinking, while there are peaceful secular Muslims (Apostates as defined by authoritative Islam), what I term MINO’s or Muslims in name only, there can be no peaceful Islam or Sharia until all religion is for Allah…. World domination in accordance with all Authoritative Islamic texts, this is the peace adherent Muslims speak of.


Considering Parvez Ahmed held state and National Leadership positions within CAIR, a federally designated Muslim Brotherhood Front Group and HAMAS in America for (10) ten years, he would be intimately familiar with the primary two goals of the Muslim Brotherhood which are; to establish Sharia Law worldwide and Re-establish the Global Islamic State (Caliphate) in which there is NO SEPERATION OF MOSQUE AND STATE countering his implied assertions in his latest propaganda piece.


More Deception…… “The Muslim belief in the divineness of Sharia is obviously not shared by people of other faiths. Moreover, the interpretation of Sharia is a fallible human endeavor, often leading to conflicting juristic opinions, which then leaves unanswered the question of whose Islam should the state endorse.”


Parvez tries to give the illusion that there are many interpretations of Islam, the fact is…. Islam is Islam; there is one divine book of scripture (Quran) and one Sunna (Sira/Biography and Hadith/Traditions) of the prophet.


These sacred texts along with Ijitihad, (human reasoning) and Ijma, (scholarly consensus) with unanimous consent of the Scholars of the day, was how Sharia Law was derived.


On this there is agreement by all (4) Sunni schools of Islamic Jurisprudence and both major Shia schools. While there are some minor differences within the schools, they are annotated in the Sacred Islamic Law Manual, and do not create any conflict regarding the law, regardless of how divided on religious aspects the Sunni and Shia may remain.



In addition, the gates to Ijitihad have been closed for a 1,000 years and no law can be changed, added or annulled, all that is left are opinions in conformance with Sharia Law (the Muslim Constitution), commonly referred to as opinions or Fatwa’s.


The Deception continues…..”Once a state begins to enforce the laws of any religion then the coercive power of the state becomes the primary factor in the determining how religion gets practiced. The state loses credibility and faith loses spirituality. The Quran unequivocally states that there is no compulsion in matters related to religion.”


Parvez makes factual statements while not owning them, then uses an EARLY Mecca verse from the Quran, Sura 2:256, which states no compulsion in religion, knowing full well that the verse was abrogated with the final authoritative verse regarding religion being, Sura 8:39 And fight them until persecution is no more, and religion is all for Allah.


In closing Parvez Ahmed states “The yearning for freedom may ultimately overcome parochial religiosity in politics. From Iowa to Cairo, the world watches with trepidation.” As if there were real hope for reform and true secular democracy in contrast to the reality of an ever growing Sharia compliant Middle East.


NOTE: Egypt’s Freedom and Justice Party which won the majority of seats, is the party of the Muslim Brotherhood, the parent organization of CAIR/HAMAS and the Freedom this party seeks is Freedom from manmade law, and the justice they speak of is Justice in accordance with Sharia law.

Local Media’s decision to take a stand, and speak out against the ignorance of these bigoted slurs and statements would have been commendable, If they had stuck to the facts and not inserted their own prejudice and bigotry by slanting the story.

Immediately, WJXT/News 4 Jax began to compare the reprehensible slurs against Shahid Khan, to the opposition of Parvez Ahmed and his possible appointment to the Jacksonville Human Rights Commission…... THERE IS NO COMPARISON.

Shahid Khan has been disparaged due to his race and/or religion purely. This is the true face of bigotry, not so in the case of Parvez Ahmed. Parvez Ahmed was not opposed because of his heritage or religious views, but because of his affiliations and support of terrorist like Sami-Al Arian, and the Holy Land Charity, a source of funding of terrorism and terrorist activities.

Parvez Ahmed, was opposed with FACTS to include his (10) year leadership position, to include (4) years as the National Chairman of the Council on American Islamic Relations (CAIR). Parvez Ahmeds, immediate predecessor, Omar Ahmad was demoted as National Chairman when his supremacist statements went public, “Islam isn't in America to be equal to any other faith but to become dominant, he said. CAIR was designated in a Federal Court as a Muslim Brotherhood Front Group, as well as a wing of the Palestine Committee aka HAMAS. CAIR/HAMAS members under Chairman Parvez Ahmed’s watch were sentenced up to 65 years in prison for their involvement with their parent organization, the Holy Land Foundation, in funding approximately $12.4 million to the families of suicide bombers and other terrorist activities.

Omar Ahmed was to be tried in a subsequent trial along with 10 other individuals in April of 2010, however, Attorney General Holder quashed these upcoming proceedings and those against 246 additional defendants despite successful convictions on 108 counts.

The fact is, Parvez Ahmed acted as a HAMAS Operative in official capacity for (10) years, and appears to be continuing to fulfill the objectives of the Muslim Brotherhood via Cultural Jihad/Sensitivity Training otherwise known as Influence Operations in the intelligence community.

I am a former Muslim, author of Understanding Muhammad: A Psychobiography of Allah’s Prophet and founder of faithfreedom.org, an organization created to provide guidance for Muslims who wish to leave Islam and often fear for their lives. I commend you for not accepting the nomination of Dr. Parvez Ahmed to the City of Jacksonville Human Rights Commission. Here are the reasons.

In his April 14, 2010 letter to City of Jacksonville Council, Dr. Ahmad portrayed himself as the victim of discrimination and racial/religious prejudices. He argued, “If the words Muslim in those quotes were replaced by the words African-American or Jewish or Buddhist will the Council treat information from such a source with credibility?”

Dr. Ahmed is committing the fallacy of false dilemma. Islam is not a race and it cannot be compared to any other religion. African Americans, Jews and Buddhists are not plotting to overthrow the governments of the world through widespread terror. They are not violating the human rights of others. And most certainly, they do not kill their critics.

The objective of Islam is clear. It is stated in the Quran and the hadith. It is world domination.

Muslims worship a deity who presents himself as an enemy of unbelievers (Q.2:98), who curses those who reject him (2:161), and orders his followers to slay them whenever they find them (2:191).

Muslims claim their religion is peaceful. The Quran belies that claim categorically and says fighting is prescribed for you, it is good for you, even if you dislike it (Q.2:216). It promises heavenly rewards for the martyrs (the suicide bombers) (Q.3:140) reassuring them that those who are killed in the cause of Allah, His mercy and forgiveness would be better than all the riches they amass (Q.3:157-8). The Quran comforts the believers that those who were slain in the cause of Allah are not dead, but rather alive, well-provided by their Lord (Q.3:169-71).

Over 512 verses of the Quran incite violence against non-believers, including the Jews and the Christians (Q.9:29). Only 17 verses in the entire Quran exhort the believers to goodly deeds. The gist of the Quran can be summarized in verses 8:38 and 2:193 that say Make war on them until disbelief is no more and Allah's religion reigns supreme.

Do Jews, Buddhists or African Americans hold such beliefs? Islam is a supremacist ideology that should be equated to Nazism.

I have no doubt that Dr. Ahmed can impress many of his associates. Islam is a religion of deception and deceiving the enemy is part of the strategy of war.

According to Islam’s prophet, the world is divided into dar al harb (land of war) and dar al Islam (land of Islam). The duty of every Muslim is to wage war in the dar al harb so that it becomes dar al Islam. Muslims are always in the state of war with non-Muslims and deceiving the enemy is part of war. (Muslims are also in war with each other because each sect regards other sects as heretics).

Muhammad said, “War is deception.” He instructed his followers to lie to non-Muslims, win their trust and destroy them from within. There is a story about Ka’b ibn Ashraf, a young handsome leader of a Jewish tribe who criticized Muhammad in a poem. Muhammad ordered his assassination and instructed his assassins to malign him (Muhammad) to win Ka’b’s confidence and then kill him.
Muslims follow the examples of Muhammad. The Quran instructs them to not take the unbelievers as friends and rulers (Q. 3:28; 60:1; 4:144; 5:51; 8:73).

Muslims may pretend to be your friend, but as long as they believe in Islam, it would be a grave mistake to trust them. Ibn Kathir, a highly regarded Sunni scholar of 14th century recorded, "We smile in the face of some people although our hearts curse them." [Fath Al-Bāri, 10:544, quoted in Ibn Kathir, Tafsir, vol. 2, p. 141-143]. He also argued that Muslims can even deny that they are Muslims and deny Islam, the Qur’an and Muhammad, to deceive their enemy. [Imamovic, Outlines of Islamic Doctrine, p. 346].

Not even treaties with Muslims are binding. (Q. 47:35; 2:224-225; 66:1-2, ccf: 16:91, 94). They are used to provide time to regroup and rearm.

Muhammad believed that lying was acceptable and even taught how to expiate an oath. He is reported saying, “Allah willing, if ever I take an oath to do something, and later on I find that it is more beneficial to do something different, I will do the thing which is better, and give expiation for my oath.” [Bukhari, vol. 4, Hadith No. 361]

Ghazzali, the most famous and highly regarded Muslim scholar of all times, states that lying is obligatory when the goal is obligatory and it cannot be reached by telling the truth [Ahmad ibn Naqib al-Misri, 1368, Reliance of the Traveller, translated by Nuh Ha Mim Keller (1994), r.8.2, p. 745]. Spreading Islam is obligatory. Since it is impossible to spread Islam with the truth, Muslims are obliged to lie. This is called taqiyya (holy deception).

The ultimate purpose of taqiyya, is to confuse and split the enemy, so that they can be conquered for Allah. A perfect example of this is when Muslims quote the quranic verse 2:256, ‘there is no compulsion in religion,’ but they fail to cite verse 9:5 (and many others) which orders them to slay the unbelievers.
It is true that there is no compulsion to convert to Islam. You will be also given the choice to pay the jizyah, submissively, while being humiliated and feeling subdued, or accept death (Q. 9:29) How can we talk about compulsion when you are given two other choices?

Throughout history, Islamic forces have deceived their victims, making them think Islam and Muslims are peace-loving, only later to find the opposite. In A.D. 635, Damascus fell to Muslims because they deceived the Bishop of Damascus who opened the city gates at night.

Muslims in the west are hard at work, doing taqiyya, deceiving the politicians, the clergy and even the rabbis so that they open the gates of America to them. As history shows, thrusting Muslims is an irreparable mistake.

Dr. Ahmed advises the Council, not to rely on hate groups. Anyone who reads the Quran can see that Islam is the ultimate hate group. He urges the honorable members to read his blog. Words are cheap, especially when aimed to deceive the unbelievers in the dar al harb. Will Dr. Ahmed renounce any of the violent and hate mongering verses of the Quran without rationalizing them and sugarcoating them?

No Muslim should ever be accepted in any position of authority. Since the loyalty of Muslims is to Islam and Islam is in perpetual war with non-Muslim countries (dar al harb), no Muslim should be allowed to serve in the military, hold political office or be nominated to any committee.

Islam is in violation of human rights. As long as Dr. Ahmed cannot repudiate the Islamic law that prescribes killing the apostates, nominating him to a human rights commission would be a mockery of human rights.

As long as Muslims hold to the Quran and are not willing to reject over 500 verses that promote violence, hate and terror, they should not be trusted. There is no need to make a background check on an individual basis. Their adherence to Islam is enough evidence that their loyalty is to a subversive doctrine that is inimical to our system.

While most Muslims are nominal and know nothing about Islam and its goal and are deceived themselves, the “evangelical” Muslims know its agenda and should never be trusted.

The City Council of Jacksonville is about to consider Parvez Ahmed as 1 of 18 Human Rights Commissioners. This Council must weigh this decision extremely carefully due to the following reasons:
1. Professor Ahmed has direct ties and associations with known Islamic extremist groups, which have been designated as unindicted co-conspirators in funding terrorism. Groups such as CAIR (Council on America Relations) where he served as Chairman of the Board from 2005 – 2008. In this position, Dr. Ahmed was in direct personal contact with many listed unindicted co-conspirators in the Holy Land Foundation trial. The Holy Land Foundation was convicted on 108 counts of supporting and funding international terrorism during Mr. Ahmed’s tenure with CAIR. Detail of the HLF trail may be found at (www.txnd.uscourts.gov/judges/hlf2.html). For this reason alone, Dr. Ahmed’s nomination should be rejected.
2. Professor Ahmed’s continued support for convicted terrorist Sami Al-Arain. Al-Arian pleaded guilty to "Conspiracy to make or receive contributions of funds, goods or services to or for the benefit of the Palestinian Islamic Jihad (PIJ), a Specially Designated Terrorist. At a rally, Al-Arian can be seen exhorting attendees, in English, to donate $500 so that a Palestinian terrorist could be financed to kill an Israeli Jew. In an article posted 4/16/2008 on the CAIR website Prof. Parvez Ahmed and Dr. Agha Saeed posted an OP-ED titled SAMI AL-ARIAN MUST BE FREED which never stated the above mentioned facts. For this reason alone, Dr. Ahmed’s nomination should be rejected.
3. Ahmed Parvez is currently under (2) Subpoena’s to appear in RICO and Fraud Case stemming from activity while he was CAIR Chairman. Saiyed v. CAIR, Case: 1:10-cv-00022 and Lopez v. CAIR, Case: 1:10-cv-00023. Moreover, if Mr. Ahmed’s is selected as human rights commissioner and is convicted of any wrongdoing in these clear cases of fraud and racketeering, the city of Jacksonville will also be labeled as completely incompetent for placing such an individual as a “Human rights Commissioner.” This could cause considerable embarrassment and potentially devastating for the political career of any member who voted in favor of this appointment.. For this reason alone, Dr. Ahmed’s nomination should be rejected.
For these reasons, and many more listed below, ACT for America, The Florida Security Council, Former Muslims United, members of the Tea Party and 9/12 groups in Jacksonville, scores of investigation security analyst and researchers, former FBI agents, noted authors, including Dave Gaubatz “Muslim Mafia” which details an undercover investigation into CAIR, and David Beamer (father of Todd Beamer “Let’s Roll” flight 93 9/11) resident of Jacksonville, are strongly recommending the rejection of Professor Parvez Ahmed’s nomination. To place Parvez Ahmed on the Human Rights Commission would be a monumentally bad decision for any elected official – a decision which one would repeatedly pay for in any consideration for higher office.

Parvez Ahmed: After Dubai lost the Bid to control 6 major Ports to include JAX Port, as a CAIR Rep he went to Dubai and asked for $50 Million Dollars…. speaking to foreign finance ministers said quote: “Do not think about your contributions as donations. Think about it from the perspective of rate of return,” “The investment of $50 Million will give you billions of dollars in return for fifty years,” if a sufficiently Arab-friendly environment can be created in America to allow Sheiks to buy up key U.S. assets. II. Lawsuits; RICO & Fraud under Parvez Ahmed’s leadership as Charmin of CAIR national
Five former clients of the Council on American-Islamic Relations (CAIR) have filed two separate lawsuits in federal court alleging criminal fraud and breach of fiduciary duty against CAIR, a self-described Muslim public interest civil rights law firm. These two lawsuits follow an earlier lawsuit which had also alleged that CAIR’s fraudulent conduct amounted to racketeering, a federal RICO crime. In that case, the court dismissed the RICO counts concluding that CAIR’s conduct as alleged was fraudulent but not a technical violation of RICO. The plaintiffs in that case have appealed and are awaiting the Circuit Court’s briefing schedule. The two new federal civil complaints were filed in the federal district court for the District of Columbia on January 6, 2010, and served on January 13, 2010.
Both lawsuits arise out of the same facts. The lawsuits allege that Morris Days, the "Resident Attorney” and "Manager for Civil Rights” at the now defunct CAIR MD/VA chapter in Herndon, Virginia, was in fact not an attorney and that he failed to provide legal services for clients who came to CAIR for legal representation. CAIR knew of this fraud and purposefully conspired with Days to keep the CAIR clients from discovering that their legal matters were being mishandled or not handled at all.
III. Film Panelist or Islamic Apologist “Inside Islam: What a Billion Muslims Really Think”

Parvez Ahmed, sat as a panelist at the film hosted by Amity Turkish Cultural Center recently at the Time Union Center. Ahmed, refused to answer or questions as to why the film should be taken seriously in light of the quotes and ties the authors have in support or terrorism and his own. When questioned by Several ACT for America members, he said we were entitled to our opinions. When reproached that these were documented facts entered into evidence in the HLF trials by the FBI, he became visibly upset and silent.

Dalia Mogahed: "...Many have claimed that terrorists have 'hijacked Islam'. I disagree. I think Islam is safe and thriving in the lives of Muslims around the world. John Esposito: regarding convicted USF terrorist “a very good friend of mine…and you know, God help Sami Al-Arian in terms of this administration (Bush) and many other who have to live through this,” and “one of the most impressive people I have met under fire is Sami Al-Arian” at CAIR Dallas banquet August 2007, over a year after Al-Arian pled guilty to supporting Palestinian Islamic Jihad (PIJ).

And in 2006, Harvard International Review “most fundamental and important is the
Recognition that widespread anti-Americanism among mainstream Muslims and Islamists results from what the United States does- its policies and actions.”

IV. Defense of Hamas and Hezbollah
In a May 2008 at the National Press Club in Washington D.C., then CAIR national board chairman Parvez Ahmed encouraged cooperation with Hamas, painting the organization as a legitimate and benevolent entity:
“Our posture of diplomacy, our policies have to be significantly altered from where we are today so that we address all issues. If we look at the State Department’s list of terrorist organizations, it lists many groups that are part of political processes, like Hamas and Hezbollah. They’re part of the political processes in their societies, just like the IRA was part of political process in their society. And part of Al Qaeda’s rage come from the un-interest or the lack of progress towards peace in the Middle East.”[1]
V. On Suicide Bombings

At the National Press Club in Washington D.C. in May of 2008 Ahmed said:
“Suicide bombings are the product of modern political violence. Suicide bombings by Muslims are not the result of any Islamic ideology, but rather they are the result of social political conditions of occupations.”[2]
This wasn’t Ahmed’s first attempt at suicide bombing apologetics. At an event at the Islamic Center at NYU in October of 2007 Ahmed said:
“Our going to Iraq caused terrorism the same way terrorism by some Palestinians is not the reason Israel keeps Palestine occupied. But it is the occupation that breeds resentment and enables terrorism to fester.”[3]
VI. War on Terrorism is a War on Islam
“The new perception is that the United States has entered a war with Islam itself,” CAIR national board chairman Parvez Ahmed said July 17, 2007 at a National Press Club Forum.[4]
In July 2007, in an op-ed for the Dallas Morning News, Ahmed wrote, “As a nation, we can ill afford the perception that we are at war with a faith practiced by more than a billion people accounting for more than a fifth of humanity today,” [5] arguing that “Islamophobia” was on the rise in America.

In 2004, Parvez Ahmed wrote an article for the Seattle Times in which he wrote:

“Public silence confirms an uncomfortable truth that since 9-11, the civil rights of some Americans have been compromised while the majority remains oblivious to the dangers that lurk around the corner.”[6]

He added:

“The onus of a severe curb on civil liberties fell largely on Muslims and Arabs, many of whom were nonvoters. A voiceless and defenseless group of people was soon to become the collateral damage of the war on terror. Since 9-11, this group has been subjected to special interviews, registrations, automatic detentions and deportations. Many have been tried in secret, while others had no trials afforded to them. Some have been detained based on their political opinions, others for their political associations with disfavored groups. Some Muslim charities have been shut down and many have been intimidated into silence.”

In a 2004 article in the Sun-Sentinel Ahmed was quoted saying:

"Muslims in America have been made the scapegoats in the witch hunt that
ensued after 9-11. Our freedoms have been compromised by invoking fear and paranoia."[7]
In a special to the Sun-Sentinel Ahmed wrote in 2004 that:

“Sept. 11 not only brought out the best of America but also its worst. Racial
profiling and massive dragnets discriminated, harassed, intimidated and deported
thousand of Arabs and Muslims who had nothing to do with the condemnable crimes of terrorism.”[8]

VII. Criticism of Government Raids

In a 2002 letter to Congressman George Gekas Ahmed criticized government raid of the International Institute of Islamic Thought (IIIT) and the Muslim World League (MWL).

“Muslims nationwide are outraged over law enforcement raids on a number of Muslim offices and homes in Virginia and Georgia. Targets of the raids included some of the most respected leaders and organizations in the American Muslim community, including the International Institute of Islamic Thought, the Graduate School of Islamic Social Sciences, the Muslim World League and the Fiqh Council of North America.”[9]

The International Institute of Islamic Thought (IIIT) is part of a complex web of companies, charities and not-for-profit corporations known as the SAAR Network or the Safa Group, which has been under investigation since 2002.[10] IIIT has been under grand jury investigation for suspected terrorist financing.[11] In addition to this, recently declassified FBI documents identify leaders of IIIT and the SAAR Foundation “as being members of the Ikhwan Al-Muslimeen (Muslim Brotherhood).[12] The documents also note that “all the subsidiary and sponsoring Muslim organizations under the control of the IIIT and the SAAR Foundation are in fact Ikhwan organizations.”[13]
Founded in 1962 to “promote Islamic unity,” the Muslim World League (MWL) is one of the largest of the Saudi Islamic evangelical charities. According to a government trial proffer in 2003, Osama bin Laden identified MWL as one of three Muslim charities that provided the primary sources of Al Qaeda’s funds during conversations a decade earlier with former senior Al Qaeda lieutenant Jamal Ahmed Al-Fadl. MWL’s U.S. office was raided in 2002 as part of a massive terrorism financing probe.
VIII. Defense of the now Convicted Holy Land Foundation
Parvez Ahmed, at a 2007 CAIR Dallas banquet likened the HLF trial to the entire American Muslim community being “under fire,” citing the listing of many unindicted co-conspirators in the trial:
“It is not the Holy Land Foundation that is under fire, but it is the entire American Muslim community is under fire.”[14]
Ahmed expressed similar thoughts on the unindicted co-conspirators list during a 2007 program on American Public radio:
“They’re pretty much alleging that pretty much every Muslim organization is part of a conspiracy.”[15]
In an article entitled, “A Case ‘Strung Together with Macaroni Noodles,” Dr. Parvez Ahmed, former Chairman of the Council on American Islamic Relations, attacked the American trial of the HLF in an issue of The Message. He accused the US government of a witch-hunt and Islamophobia, for trying officials of the charity organization who were linked to Hamas terrorists responsible for killing American and Israeli civilians:

“The case against the HLF was more of a political witch-hunt than about America’s security. The closure of HLF appears to be an attempt to block humanitarian assistance to one of the most impoverished people in the world – Palestinians living under Israeli occupation and apartheid.”[16]
Ahmed also stated:
“Our faith of Islam teaches us to be compassionate and merciful. We act our faith when we send money to feed the least fortunate among us. Those who cast doubt about our intentions and our commitment to act our faith are guilty of promoting Islamophobia. They are the agents of hopelessness. We should continue to remain the agents of hope and possibilities.” [17]

IX. Defense of CAIR-linked Individuals

In 2004 Ahmed wrote-off the illegal actions of Bassem Khafagi and Randall Royer, saying that there was “no terrorist crime.” He added that, “certainly no organization can be held responsible for the personal activities of its employees or associates, especially after they leave or before they join an organization.”[18]

Randall Royer was in fact still employed with CAIR when he committed the criminal action to which he pled guilty. CAIR’s claim that Royer did not plead guilty to any charges of terrorism conceals allegations against Royer for his ties to Lashkar-e-Taiba, a designated Foreign Terrorist Organization and charges against Royer for conspiracy to levy war against the U.S. and conspiracy to provide material support to Al Qaeda, another terrorist organization.
According to a biography posted on IslamOnline.net, Royer began working as a CAIR communication specialist in 1997. According to media reports, he continued to work for CAIR at least through the beginning of October 2001.[19]
Strictly speaking, CAIR is correct in saying Royer’s guilty plea to weapons charges did not mention terrorism. On the other hand, he never contested prosecution claims that he had an AK-47 style rifle and 219 rounds of ammunition in his car during a September 2001 traffic stop, or that he engaged in propaganda work for Lashkar-e-Taiba and “fired at Indian positions in Kashmir.” Lashkar-e-Taiba was designated a Foreign Terrorist Organization on December 26, 2001.
CAIR claims that “Khafagi was never an ‘employee’ of CAIR, but Executive Director Nihad Awad acknowledges “[h]e was commissioned as an independent contractor for CAIR, effective November 2, 2001.”

Khafagi also served as president of the Islamic Assembly of North America, which the Washington Post reported in 2003 was suspected of being “a powerful engine for groups that promote teachings and religious fatwas -- orders that advocate violence against the United States -- issued by two radical Saudi clerics.”
Khafagi was arrested and indicted in January 2003 on bank fraud charges.[20] “At the time of his arrest,” the Associated Press reported, “he was community affairs director of the Council on American-Islamic Relations, a Muslim civil rights and advocacy group based in Washington.”[21] In September 2003, he pleaded guilty to bank and visa fraud[22] and agreed to be deported to Egypt.[23]


I. Brief on The Council on American-Islamic Relations (CAIR)
It offers a benign mission statement - "to enhance understanding of Islam, encourage dialogue, protect civil liberties, empower American Muslims, and build coalitions that promote justice and mutual understanding." But a closer look at the Council on American-Islamic Relations (CAIR) raises a host of troubling questions about its history and purpose.
Born of an effort to scuttle hopes for a negotiated Middle East peace, CAIR was listed among organizations tied to the Muslim Brotherhood's American network. Its founders emerged from a separate Islamic organization that two courts have found played a supporting role for the terrorist group Hamas.
The Washington, D.C.-based organization purports to be a "leading advocate for justice and mutual understanding" and claims to speak for the majority of American Muslims. However, after a careful review of the history, activities, statements, and causes of and by CAIR, it seems that its primary goals are to silence and de-legitimize its critics and redefine what it means to be a moderate Muslim. And when it comes to U.S. efforts to crack down on terrorists and their financiers, CAIR takes an almost visceral stand in opposition. This has the effect of undermining the legitimate security-related concerns and campaigns of the United States and its allies. These conclusions and the summary immediately below are based upon the evidence and examples that follow in this report; beginning with CAIR's very founding.

From the Hamas ties of its founders in 1994 to its solicitous stance toward accused terrorists today, the Council on American-Islamic Relations (CAIR) has demonstrated that its actual mission is far removed from the civil rights advocacy it claims to pursue.
Still standing as perhaps the clearest evidence of CAIR's insidious role, two key leaders of the group attended a 1993 meeting in Philadelphia called by Hamas members and supporters to devise a strategy for torpedoing the Oslo Accords aimed at Middle East peace.
An analysis of secret recordings of the meeting led the FBI to conclude that the gathering was held "to determine… [the participants'] course of action in support of Hamas' opposition to the [Oslo] peace plan and to decide how to conceal their activities from the scrutiny of the United States government."
Coupled with their support for the jihad in the Middle East, the attendees recognized the critical importance of domestic lobbying in the United States. One discussed encouraging the Islamic community "to be involved in the political life of this country," adding, "We should assist them in this task. This will be an entrance for us to put, through the Islamic community, pressure on the Congress and the decision makers in America."
That's where CAIR came in. Participants in that 1993 meeting discussed tailoring their message to an American audience, speaking of outright deception at times and of softening their rhetoric at others, as the following exchange between CAIR founders Omar Ahmad and Nihad Awad shows:
Awad: What is important is that the language of the address is there evenfor the American. But, the issue is how to use it.....Omar Ahmad: There is a difference between you saying "I want to restore the '48land" and when you say "I want to destroy Israel".....Awad: Yes, there are different but parallel types of address. Thereshouldn't be contradiction. Address people according to their minds.When I speak with the American, I speak with someone who doesn't knowanything. As for the Palestinian who has a martyr brother or something, I know how to address him, you see?
This context helps explain why federal authorities have tied the CAIR to Hamas in three separate court filings in the past year. Prosecutors place CAIR on the Muslim Brotherhood's "Palestine Committee." An internal Palestine Committee document in 1994 lists CAIR as one of its "working organizations" along with IAP. Other records show that committee was created to advance the Hamas agenda within the United States.
Among the highlights in today's report:
• CAIR was incorporated less than a year after the Philadelphia meeting by three officials of the now-defunct Islamic Association for Palestine (IAP), long a central player in Hamas' U.S. support network and a group that the U.S. Immigration and Naturalization Service deemed in a 2001 memo to be "part of Hamas' propaganda apparatus."
• As recently as the summer of 2007, the Dallas trial charging the Holy Land Foundation for Relief and Development (HLF) with providing material support for Hamas produced extensive evidence that IAP -- CAIR's parent -- played a central role in the Muslim Brotherhood's Palestine Committee. Much of that evidence relates to Mousa Abu Marzook, now deputy political chief of Hamas, who served on the board of directors of IAP in 1989.
The trial exhibits included a memo taken from the home of Ismail Elbarrasse, a former assistant to Marzook (Convicted Terrorist, defended by Parvez Ahmed and other CAIR members), which defines in chilling fashion the role the Muslim Brothers play in North America:
The process of settlement is a "Civilization-Jihadist Process" with all the word means. The Ikhwan (Brotherhood) must understand that their work in America is a kind of grand Jihad in eliminating and destroying the Western civilization from within and "sabotaging" its miserable house by their hands and the hands of the believers so that it is eliminated and God's religion is made victorious over all other religions. Without this level of understanding, we are not up to this challenge and have not prepared ourselves for Jihad yet. It is a Muslim's destiny to perform Jihad and work wherever he is and wherever he lands until the final hour comes, and there is no escape from that destiny except for those who chose to slack….
• CAIR was an unindicted co-conspirator in the trial. While the group contested that designation in court papers, and later filed to have the designation removed, they lost in court and have remained a co-conspirator.
• IAP clearly subscribed to a Jihadist view of what was needed in the Middle East. The December 1988 edition of Ila Filastin, the group's Arabic-language publication, carried this statement: "The call for Jihad in the name of Allah is the only path for liberation of Palestine and all the Muslim lands … We (Hamas) promise Allah, in continuing the Jihad way and with the martyrdom's way."
Meanwhile, IAP's English-language Muslim World Monitor and Arabic periodical Al-Zaitounah, frequently praised Hamas terror attacks. An October 1994 Al-Zaitounah headline, for example, blared, "In Its Greatest Operation, Hamas Takes Credit for the Bombing of an Israeli Bus in the Center of Tel Aviv."
• IAP (NOW Designated Terrorist Group) promoted the Hamas agenda at its annual conferences, with members of the terrorist group making frequent appearances. It raised substantial funds at these conferences for HLF, then Hamas' primary fundraising arm in the United States. All proceeds from IAP's convention in 1996, for example, went to HLF. Rafeeq Jaber, one of CAIR's founders, had become IAP president earlier that year. In a 2003 civil deposition, Jaber acknowledged IAP's contract with HLF required them "to promote [HLF] in every way we can."
• Declining an opportunity to distance CAIR from IAP in September 2003 Senate testimony, CAIR Executive Director Nihad Awad opted instead to defend the group as "a grassroots organization which continues to function legally and has only been ‘linked' through allusion and no charge of criminality has been brought against the organization."
• It was Awad and CAIR founding chairman Omar Ahmad who had attended the Hamas-organized Philadelphia session in 1993 -- though proof of their participation was not revealed publicly until years later. Both men insisted, as late as 2003, that they could not recall having attended.
Omar Ahmad: “ Islam is not in America to be equal to any other faith, but to be dominant. The Qur’an should be the highest Authority in America, and Islam the only religion on earth.”
II. CAIR the Foreign Agent
The Council on American-Islamic Relations (CAIR) describes itself as a non-profit grassroots membership organization devoted to promoting justice, mutual understanding and empowerment on behalf of American Muslims. CAIR has so successfully cultivated its image as “America’s largest Muslim civil rights organization” that – despite a long history of ties to suspect groups in America and abroad – it is still seen as the indispensable representative of the American Muslim community by some mainstream media outlets.
Cursory research will reveal many questionable actions on the part of CAIR, but the unifying concept is that CAIR is acting as a foreign agent. The Foreign Agents Registration Act (FARA) requires any agent of a foreign principal- including any foreign states, political parties, corporations, non-governmental organizations and individuals- to register with the U.S. government as a foreign agent.
Many documents now show CAIR taking money from foreign principals, having meetings with foreign principals, and attempting to influence United States policy on behalf of those foreign principals. An American entity engaged in such activities is required to register under FARA. Indeed thousands of American entities have registered under FARA and continued to do business legally, but CAIR has operated in this capacity since its founding in 1994 and has failed to properly identify itself as such to the Department of Justice and the American public.
The initial result of ongoing investigation’s is “CAIR and the Foreign Agents Registration Act”, an analysis of public-source evidence dating from the foundation of the organization in 1994 through the present day.
The analysis in its current version documents that CAIR has:
Received at least $2,192,203 in Contributions, Income and Money from foreign principals in the form of 10 distinct transactions
Received a $2,106,251 mortgage loan from a foreign principal for their Washington, D.C. headquarters
Secured the promise of at least $54,500,000 in pledges from foreign principals
Met and coordinated with foreign principals on at least 30 occasions
Engaged in at least 51 political influence operations on behalf of foreign principals in the United States
Additional evidence exists that cannot be made public at this time documenting an additional $2.4 million in foreign donations and loans given to CAIR since 2000
CAIR is not alone in representing the interests of the Muslim Brotherhood in America. Many other groups such as the Islamic Society of North America (ISNA), the North American Islamic Trust (NAIT) and the Muslim Arab Youth Association (MAYA) were identified as “joint venturers” in the Holy Land Foundation terror-funding trial.


III. Foreign Funding Statements
Public Statements About Foreign Funding: CAIR’s positions about receiving foreign funds have changed over time from flat denials to carefully-worded admissions. They are useful as a comparison to the actual facts and as a comparison to the wording in the FARA law. In FARA 611 (b) defining a foreign principal, that foreign principal can be “a government of a foreign country and a foreign political party… a person outside of the United States… a partnership, association, corporation, organization, or other combination of persons organized under the laws of or having its principal place of business in a foreign country…”

CAIR Influence Operations
Influence Operations: CAIR has consistently acted in its role as a foreign agent to influence agencies and officials of the United States government. They have had extensive relationships with law enforcement including numerous education and “sensitivity training” programs on dealing with the Muslim community. CAIR has also publicly censured and criticized government representatives and officials who have expressed opposition to their OIC-inspired activities in the United States. CAIR has intimidated corporations who violate OIC-approved conduct regarding Muslim employees and customers. By means of lawsuits and threats of lawsuits, boycotts and threats of boycotts, letter-writing campaigns, and other tactics they have chilled open debate about Sharia-compliance. CAIR has also participated in various media campaigns to influence US public opinion on behalf of foreign principals.
V. Meetings and Coordination
Meetings and Coordination: CAIR has acted as a foreign agent of the Jeddah, Saudi Arabia-based Organization of the Islamic Conference (OIC), an association of 57 Islamic states promoting Muslim solidarity in economic, social, and political affairs. CAIR has also acted as a foreign agent for member states of the OIC, including Saudi Arabia, Kuwait, Iran and the UAE. The above link contains a selection of cases in which CAIR has coordinated with such foreign principals and failed to report these interactions as a registered foreign agent to the Department of Justice in contravention of the requirements of FARA.

· NOTE: Private documents exist indicating hundreds of contacts between CAIR and foreign principals including representatives of foreign governments, businesses, NGO’s and individuals, all of which potentially come under FARA. Due to ongoing litigation we cannot reproduce those documents here at this time.

In 2008 the word guilty was read 108 times in a Dallas court room as a jury convicted the Holy Land foundation and other defendants of raising money to fund Hamas terrorism. At the same time the jury was also implicating IAP/CAIR. The supposed Human rights organization was named an unindicted co-conspirator in the case. Indeed one key piece of evidence was the Wiretap evidence that put IAP/CAIR's former executive director, Nihad Awad and Omar Ahmed, at a Philadelphia meeting of Hamas leaders. Since then the FBI cut off contact with CAIR because if its terrorist ties. That same year, Parvez Ahmed stepped down as Board Chairman of CAIR and began teaching at the University of North Florida in Jacksonville, FL.

It is known who we are, we are marked and I believe that there should be a new neutral organization which works on both sides [of politics].

The work of the Association [IAP/CAIR] and Palestinian activism must become active in universities like the days when we were in universities. Adding parts in the educational curricula of MAS and ICNA to explain the meaning of the accord which took place and its secret articles. As for the young people's level, an educational material ought to be prepared to be taught in Islamic curricula. We don't want the children of the community who are raised here in schools and in Islamic schools and non-Islamic schools to grow up surrendering to the issue of peace with Jews and ... I mean, we don't see in ten years the growing generations in America surrendering to peace with Jews.

City of Jacksonville Council Consent Res. 2010-193.

We the undersigned founders of Former Muslim United (FMU) object to the appointment under Council Consent Resolution 2010-193 of Dr. Parvez Ahmed to an initial term on the City of Jacksonville Human Rights Commission. FMU is an organization advocating the human and civil rights of former Muslims who have made a personal choice to leave their faith and are subject to extrajudicial violent punishment under Shariah Islamic law.

We understand that your office has recommended the appointment of Dr. Ahmed under Council Consent Res. 2010-193. Dr Ahmed was the Chairman of the Council of American Islamic Relations (CAIR) over the period from 2005 to 2008. The Council of American Islamic Relations has gone on record as being opposed to the civil and human rights of former Muslims, in accordance with Shariah Islamic law. Under Sharia law former Muslims are considered seditious traitors and therefore subject to violent extra-judicial punishment. Neither the national office of CAIR in Washington, DC nor its Jacksonville chapter have signed The Muslim Pledge for religious Freedom and safety from Harm for Former Muslims, see attached.

CAIR was co-founded in 1994 by Nihad Awad and Omar Ahmad, both of whom had close ties to the Islamic Association for Palestine (IAP), which was established by senior Hamas operative Mousa Abu Marzook and functioned as Hamas’ public relations and recruitment arm in the United States. Thus it can be said that CAIR was an outgrowth of IAP. In his former capacity as Board Chairman of CAIR, Mr. Parvez, supported former University of South Florida professor Sami al–Arian who was convicted in 2006 of funneling funds to US designated foreign terrorist organization, Palestinian Islamic Jihad. Further, during Mr. Parvez’s term as Chairman of CAIR, CAIR was identified by federal prosecutors in the Holy Land Foundation trial in Dallas as an unindicted co-conspirator along with other groups identified as Muslim Brotherhood front organizations involved with funneling funds to US designated foreign terrorist group, Hamas.

For these reasons, we believe that Dr. Parvez would not be unqualified to be appointed to the City of Jacksonville, Human Rights Commission.

The Muslim Pledge for Religious Freedom and Safety from Harm for Former Muslims
Whereas:
All four schools of Sunni Islamic law (Hanafi, Maliki, Shafi`i, and Hanbali), as well as the main schools of Shia Islamic law, unanimously agree that a former Muslim male, also known as an apostate, must be executed. While some hold that an apostate woman should also be executed, the Encyclopedia of Islamic Law: A compendium of the Major Schools, adapted by Laleh Bakhtiar, states that she should be imprisoned or beaten five times a day until she repents or dies. These specific world renowned Islamic legal authorities join in this consensus:
Head of the Fatawa Council of Al-Azhr, Abdullah al-Mishadd, of Al-Azhar University, the pre-eminent Shariah legal authority, Fatwa issued September 23, 1978: “This man has committed apostasy; he must be given a chance to repent and if he does not then he must be killed according to Shariah. As far as his children are concerned, as long as they are children they are considered Muslim, but after they reach the age of puberty, then if they remain with Islam they are Muslim, but if they leave Islam and they do not repent they must be killed…”*

Mufti of Lebanon, Beirut, Fatwa issued November 13, 1989: “Now, should the apostate (male or female) persist in his apostasy, he should be given the opportunity to repent, prior to his being put to death, out of respect for his Islam. A misunderstanding on his part may have taken place, and there would thus be an opportunity to rectify it. Often apostasy takes place on account of an offer (of inducement). So Islam must be presented to the apostate, things should be clarified, and his sin made manifest. He should be imprisoned for three days, so that he may have the opportunity to reflect upon his situation. This three-day period has been deemed adequate. But if the man or the woman has not repented of his or her raddah, but has continued to persist in it, then he or she should be put to death…”*

Ibn Rushd (Averroes), The Distinguished Jurist's Primer, "Chapter on the Hukm of the Murtadd (Apostate),” Volume II, (p. 552), Section 56.10: “An apostate, if taken captive before he declares war, is to be executed by agreement in the case of a man, because of the words of the Prophet (God's peace and blessings be upon him), "Slay those who change their din:. They disagreed about the execution of a woman and whether she to be required to repent before execution. The majority said that a woman (apostate) is to be executed…”

Ahmad ibn Naqib al-Misri, Reliance of the Traveller, translation approved by Al-Azhar Islamic Research Academy and IIIT, 1994 (p. 595): “ o8.1 When a person who has reached puberty and is sane voluntarily apostatizes from Islam, he deserves to be killed….o8.4 There is no indemnity for killing an apostate (O: or any expiation, since it is killing someone who deserves to die).”

Ismail R. Al-Faruki , the Founder of International Institute of Islamic Thought (IIIT), Islam, 1979 (p. 68): “That is why Islamic Law has treated people who have converted out of Islam as political traitors…[Islam] must deal with the traitors when convicted after due process of law either with banishment, life imprisonment, or capital punishment…but once their conversion is proclaimed, they must be dealt with as traitors to the state.”

Louay Safi, the former Executive Director of IIIT and the Executive Director of the Islamic Society of North America (ISNA) Leadership Development Center, Peace and the Limits of War, IIIT publication, 2003 (p. 25): “A quiet desertion of personal Islamic duties is not a sufficient reason for inflicting death on a person. Only when the person’s desertion of Islam is used as a political tool for instigating a state of disorder, or revolting against the law of Islam, can the individual apostate then be put to death as a just punishment for his act of treason and betrayal of the Muslim community.”

Shaikh Syed Abul A’ala Maududi, Pakistani Islamic authority, The Punishment of the Apostate According to Islamic Law, translation by Syed Silas Husain, 1994: “In any case the heart of the matter is that children born of Muslim lineage will be considered Muslims and according to Islamic law the door of apostasy will never be opened to them. If anyone of them renounces Islam, he will be as deserving of execution as the person who has renounced kufr to become a Muslim and again has chosen the way of kufr. All the jurists of Islam agree with this decision. On this topic absolutely no difference exists among the experts of shari'ah.”
Therefore:

To support the civil rights of former Muslims, also known as apostates from Islam, I sign “The Muslim Pledge for Religious Freedom and Safety from Harm for Former Muslims”:

I renounce, repudiate and oppose any physical intimidation, or worldly and corporal punishment, of apostates from Islam, in whatever way that punishment may be determined or carried out by myself or any other Muslim including the family of the apostate, community, Mosque leaders, Shariah court or judge, and Muslim government or regime.
